Aboriginal say crucial in resource development CEOs

OTTAWA — Canada’s aboriginal communities have found a powerful ally in their bid to be treated as equal partners in the discussion about tapping the country’s natural-resource wealth.Big business wants them at the negotiating table, and is urging the federal and provincial governments to lend a helping hand.A new report due Monday from the Canadian Council of Chief Executives, prepared for Canada’s premiers in advance of their meeting later this month, urges governments to make aboriginal communities full partners in developing energy and mining projects.Governments should help train a growing aboriginal workforce and develop new ways to support aboriginal communities so that they can participate vigorously in business initiatives and negotiations to share the wealth, says the report, a copy of which was obtained by The Canadian Press.And the stakes are high: the viability of billions of dollars in natural resource investment, said John Manley, the council’s chief executive.“You have to find a negotiation arrangement where everybody benefits. The problem from the business side is more one of predictability of process,” Manley said in an interview.For corporations, which look at potential projects from a cost-benefit perspective, the downside of not having all interested parties on board and pulling in the same direction quickly becomes insurmountable, he said.“Can you look at this, and construct a road map to completion within a reasonable period of time?”’ Manley said.“Because if you can’t get there in a reasonable period of time, or if you can’t figure out how you are going to manage all of the different and contradictory interests, the odds are, your capital will be better deployed elsewhere.”The federal government recently passed into law fundamental changes to environmental assessment and the Fisheries Act, in an attempt to speed up the approvals process for natural resource development.At the same time, Ottawa put an extra $13.6 million into supporting aboriginal participation in environmental assessments — an acknowledgment that First Nations demands must be dealt with in order for many projects to proceed.But First Nations are appalled at the changes to environmental assessment and fisheries, saying they will erode federal oversight of the land and weaken aboriginal say in how natural resources are developed.Plus, many First Nations oppose the Northern Gateway pipeline and are speaking up to demand larger roles in mining and hydro developments in other parts of the country too.Sharing resource revenues is likely to be a key theme at the Assembly of First Nations annual meetings this week in Toronto, with chiefs comparing notes on how aboriginal communities can speak with a more powerful voice.The development of the Victor diamond mine in northern Ontario is instructive.Diamond giant De Beers negotiated for years with the Attawapiskat First Nation to determine benefits for the local population stemming from the company’s nearby project.The company and both levels of government contributed to training funds, and the company covered the cost of shoring up Attawapiskat’s negotiating team. They signed an impact benefits agreement that has meant $325 million flowing to community members over the past six years.Now, about 20 per cent of the Victor mine workforce — about 100 people — is from Attawapiskat. Contracts and business connections with the First Nation meant another $53 million flowed into that community of 1800 people in 2011 alone.“I’ve seen a lot of personal success stories,” said De Beers Canada spokesman Tom Ormsby.The outcomes would be even better, however, if governments had engaged with Attawapiskat and the corporation earlier in the process, so that the aboriginal workforce was fully trained and ready to go the minute the mine went into production, Ormsby added.The recent housing crisis in the community, as well as its ongoing struggles with abject poverty, show that the benefits of the mine, however ample, are not distributed well, added Charlie Angus, the NDP MP whose riding includes Attawapiskat.Like the corporations and First Nations, Angus sees the need for new thinking by federal and provincial governments to allow for a more organized way of bringing aboriginal people into the natural resource development equation.“Every single time we’re developing this process, it’s from scratch,” he said.He wants to see a government-designed process that has as its goal “transformative investment” that works as well for First Nations as it does for corporations.Manley agreed that while corporations have a business incentive to negotiate with First Nations, government support is necessary to set up a framework that ensures all of society benefits.“If we leave the responsibility entirely with the corporate sector, it’s probably not going to be accomplished,” he said. “At the end of the day, the governments have to be involved.”For the chief executives, a solid plan to make First Nations “true partners” in resource development is a key part of a national energy strategy that they want the premiers to shift into full gear at their meeting in Halifax.For years, they have urged Ottawa and the provinces to set a price on carbon, diversify markets, streamline approvals, and generally make sure provincial and national climate policies are consistent.The executives have placed their hopes in the premiers, rather than Ottawa, because at the federal level, “there’s not an appetite for it,” Manley said.Now, with Alberta Premier Alison Redford onside, the idea has gained considerable traction, said Manley.“Quite frankly, if they (in Alberta) want to lead it and champion it, we’re happy to cheer them on from the sidelines.” read more

CN train leaks small amount of crude oil after partial derailment west

WHITECOURT, Alta. — A number of cars in a Canadian National Railway freight have derailed northwest of Edmonton.Emily Hamer, a CN spokeswoman, says there were no injuries and no fire when five cars in the southbound train left the tracks early Friday morning, about 15 kilometres east of the town of Whitecourt.Hamer says two of the five cars were loaded with crude oil, but the tankers are intact and that only a slight amount of cargo leaked from the valve of one of them.She says the other three cars were carrying paper and forest products.Local emergency crews and environmental teams were on site.Brian Wynn, chief of the Whitecourt Fire Department, says the area where the derailment occurred is heavily treed and that emergency crews had to use all-terrain vehicles to gain access to it. read more

Bridging the gap between IT and the business is still critically important, to be sure, but evolving workplace environments now include considerations such as open office floorplans, huddle and other mini meeting spaces, and the removal of physical boundaries for collaboration. And what we’re beginning to see is enterprises looking at the “intersection of multiple disciplines … in the hope of finding the most effective way to allocate investments to drive true and full collaboration both inside the office and with the growing number of remote workers,” as Eric described.This is the coming together of IT, A/V, and groups such as facilities, real estate, and even human resources management to develop cohesive, worker-centric plans — plans that need to take into account “emotional” collaboration, as Nathan Yang, a senior director of experience design at Poly, shared at Enterprise Connect during a general session panel on the workspace of the future. “If you can’t address how people feel in the workplace, that’s a failure on our behalf,” he said.This focus is driving companies to approach workspace design with an eye toward delivering almost a home-like experience, in terms of comfort level. It’s also giving rise to new roles to carry the mantle for such projects. We see this in new executive titles, perhaps incorporating the words “global workplace,” as we heard recently from Elizabeth Dukes, co-founder of iOffice, an employee experience company.Peter Jackson, CEO of Bluescape, which bills itself as a collaboration workplace solution provider, tells me he sees this sort of role developing out of HR, but enveloping behavioral understanding. “It’s about this whole concept of are we putting the Myers-Briggs people together in the right areas, are we doing the right huddle rooms, do we have the right access to everything we need to be more productive, and is it inclusive?”While executive advocacy is essential for reshaping the workplace, we also need to see these ideas more deeply embedded, Yang said. In our EC workspace of the future panel, he defined three such roles, based on Poly’s experience:User researcher — indeed, not a new role, but one that’s existed previously in IT or elsewhere in the business, as I mentioned in starting this post. The responsibilities of this role are to learn what users are feeling and what they’re encountering in the workplace. Employee surveys are a basic, but important, starting point because, he added, “each company, each workspace, each workforce is a little bit different.”Designer — this is someone who takes the user research and incorporates into workspace design.Manager — charged with implementation and deployment, because “it doesn’t matter if you have really good insights and you’ve designed this cool experience if you can’t deploy it and you can’t make it consistent and execute on it,” as Yang noted.Rethinking the workspace for the modern collaboration mandate is a complex, multidisciplinary challenge – far more intense and complicated than the former best practice of talking to users about their needs. Largestever global response to cholera targets 2 million people in Africa

“Oral cholera vaccines are a key weapon in our fight against cholera,” said Tedros Adhanom Ghebreyesus, head of the World Health Organization (WHO) in a statement, “but there are many other things we need to do to keep people safe.”“WHO and our partners are saving lives every day by improving access to clean water and sanitation, establishing treatment centres, delivering supplies, distributing public health guidance, training health workers, and working with communities on prevention,” he added.The drive targets Zambia, Uganda, Malawi, South Sudan and Nigeria, and will be completed by mid-June.The vaccines are funded by the Vaccine Alliance, a public-private partnership known as Gavi, and were sourced from the global stockpile.Oral cholera vaccines are a key weapon in our fight against cholera – WHO chiefThe burden of cholera remains high in many African countries. As of 7 May, there are at least 12 areas or countries, reporting active cholera transmission in sub-Saharan Africa. Since the beginning of this year, WHO has led the way providing technical expertise and guidance, working closely with Health Ministries and other partners in the five target countries to plan and implement the vaccination campaigns. The ambitious effort is part of a global push to reduce cholera deaths by 90 percent by 2030.In the 15 years between 1997 and 2012, a modest 1.5 million doses of cholera vaccines were used worldwide. In just the first four months of this year, more than 15 million doses have been approved for use globally.Oral cholera vaccine is normally administered in two doses. The first gives protection for six months, the second for between three and five years. “Every rainy season, cholera springs up and brings devastation to communities across Africa,” said Matshidiso Moeti, WHO’s Regional Director for Africa. “With this historic cholera vaccination drive, countries in the region are demonstrating their commitment to stopping cholera from claiming more lives. We need to build on this momentum through a multisectoral approach and ensure that everyone has access to clean water and sanitation, no matter where they are located.”A resolution on further action to combat cholera will be proposed by Zambia and Haiti at this month’s World Health Assembly in Geneva, calling for renewed political will and an integrated global approach to eliminate cholera, including more investment in clean water, sanitation and hygiene. read more

High cobalt recoveries for Mutooroo in Cobalt Blue test work

first_imgHavilah Resources Ltd reports that Cobalt Blue Holdings Ltd (COB) has provided Havilah with the final results of its cobalt recovery testing of a 13 kg sample of Mutooroo massive sulphide ore, pursuant to the Memorandum of Understanding (MOU) signed in February 2018.88% of the cobalt in the Mutooroo sulphide ore recovered to leach solution in initial COB test resultsDemonstrates the potential wider applicability of COB’s proprietary cobalt recovery process to treatment of massive sulphide type ores in the Mutooroo Cobalt DistrictOpens up future new co-operation possibilities between Havilah and COB.Applying COB’s proprietary cobalt recovery processing methodology, the overall recovery of cobalt in the ore to leach solution was approximately 88%. This is very similar to the results achieved by COB on its Thackaringa cobaltian pyrite ore. Initially the Mutooroo ore was split into a magnetic and non-magnetic fraction. The magnetic pyrrhotite fraction was treated directly in COB’s leach circuit with 94% of the contained cobalt being leached. The non-magnetic pyrite fraction was calcined prior to leaching, using the same process as for COB’s Thackaringa cobaltian pyrite ore with 93% of the cobalt in the calcine reporting to solution.The test work, at a high level, supports a COB style flowsheet that requires an additional magnetic separation step in order to process the Mutooroo pyrrhotite-pyrite sulphide ore.The copper in the sulphide ore was recovered as a separate clean copper concentrate (Cu grade of ~29%) and the preliminary test work showed that only 2.7% of the cobalt reports to the copper concentrate. Recoveries of copper can be optimized by using finer milling sizes of the ore prior to magnetic separation of the pyrrhotite fraction, as determined by previous Havilah test work. No attempt to recover gold was undertaken during the current test program.The parties are pleased with the success of the preliminary cobalt processing tests, which shows that Mutooroo massive sulphide ore is potentially amenable to COB’s proprietary cobalt processing technology. Additional, more comprehensive, test work is required on Mutooroo ore samples in order to confirm details of the process and its economic viability.Accordingly, COB and Havilah have agreed in principle to extend the co-operation as contemplated under the MOU recognising the geographical proximity and similar cobaltian pyrite ore types. The timing and form of the future co-operation depends to some extent, on the respective work programs and priorities of both parties in coming months.Commenting on the cobalt recovery initiative with COB, Havilah CEO, Walter Richards said: “The successful application of COB’s cobalt recovery process is a positive outcome and an important first step from our MOU co-operation initiative. We have agreed with COB to investigate, at the appropriate time, how we can jointly capitalise on these results for our mutual benefit going forward.”The Mutooroo copper-cobalt project is located 40 minutes drive west of Broken Hill and 16 km south of the transcontinental railway line. It is a lode-style massive sulphide copper-cobalt deposit. Havilah’s immediate objective at Mutooroo is to complete the PFS and required permitting for an open-pit mining operation to 130 m depth. This will include sulphide ore throughput in a conventional grinding and flotation circuit that will recover high quality copper concentrate. The best method of recovering cobalt is being investigated and the testing results from COB reported here is an important positive step in this process.last_img read more
